Low Pay Commission: Non-compliance and enforcement of the National Minimum Wage

A Low Pay Commission report examines the scale and nature of non-compliance with the national minimum wage and national living wage, and outlines its assessment of the Government's enforcement activities. Key findings include that: underpayment is highly seasonal throughout the year, with its highest immediately after an uprating of the minimum wage; underpayment of the national living wage and minimum wage is very difficult to measure; and a large number of salaried workers are paid less than the minimum wage.
